Feature: Allow using drag and drop modifier within current folder

### What feature or improvement do you think would benefit Files?

I'm used to quickly creating a copy of a file or folder within a directory by simply using Ctrl and dragging and dropping said file or folder. It would be wonderful if that would work in Files as well, as well as creating a shortcut by using the Alt modifier.

### Requirements

- Change behaviour of doing nothing when using Drag and Drop while holding Ctrl or Alt to creating a copy or a shortcut
