Bug: Detected Google Drive mount when new drive is added rather then startup only

### Description

Right now Files only removed Google drive from the drives section if it was already open before Files. If Google drive is opened after or the mount settings are changed they show in the drives section again

### Steps To Reproduce

1. Open Files
2. Open Google drive
3. If not already set it to show streaming locations as a drive

### Requirements

- Move code for detecting Google drive from startup to new drive added

### Windows Version

10.0.22631.3880
