Feature: Add actions for "copy to" and "move to"

### What feature or improvement do you think would benefit Files?

I would like to have a keybind for file operations "copy to folder" and "move to folder". Currently they are only available as shell-extensions on Win11. If they were added to the selectable part of "actions" one could also assign keys.

### Requirements

- This proposal will add two items to the "Actions" selection: "copy to folder" and "move to folder"
- This proposal will allow users to set own "hot keys" for these actions in their settings
