Bug: can't share file using Phone Link

Can't share file using Phone Link

### Steps To Reproduce

1. right click on a file,
2. click the share button,
3. select the Phone Link function.

when performing the above actions in the windows default file explorer, the behavior is as below, the file is sent to my phone directly:

but when performing the actions in Files, it only open the Phone Link window, and the file isn't sent to my phone:

### Requirements

the behavior should be the same as the windows default file explorer.
