Bug: Horizontal scroll stops working when in a vertically scrollable column (Column layout)

Propper Support for mice with independent horizontal and vertical scroll such as the MX Master series

### Requirements

Currently, when in coulomb view, when cursor is in a folder that can scroll vertically, horizontal scroll is overridden by vertical scroll with both mouse wheels on MX master, even when set in logi options+. This would add an option to enable support for multiple scroll wheels so wherever you or the mouse is it can scroll in either direction is view allows it.
