Feature: Replace content dialog with sidebar drag and drop for rearranging pinned items

### What feature or improvement do you think would benefit Files?

Would like the option to rearrange pinned folders (drag and drop). Another possibility would be that the program would sort them in some order (alphabetically).

### Requirements

- This proposal will accomplish reordering the pinned folders as the user desires
- This proposal will accomplish sort the pinned folders in a logical order of some type (eg. alphabetically)
