### Description
It's been a while, I'm the one who previously posted [Crashes when using small icon preview](https://github.com/files-community/Files/issues/14616).
The stable version of Files 3.2.2.0 has been released and the preview crash issue has been fixed, which is helpful, but the error I mentioned at the end of the previous post seems to still be there.
Could you please take a look?
Additional information
- If you specify a program from the Windows side using "Open with", you can open the file.
- Even after completely restarting Files, you will be able to open it again, but this problem will occur again.
- If you select an item in the right-click menu that launches another application (for example, Edit with Notepad++), an error message will be displayed.
- Even if you double-click, there is no response and the file will not open.
### Steps To Reproduce
Unfortunately I don't know how to reproduce this.
Sometimes this happens immediately after startup, and sometimes it happens after a while.
### Requirements
I would like to fix the error "**A device connected to the system is not functioning**" from Windows.
