Bug: Task tray icon does not appear in Windows 10 environment

### Description

The task tray icon is displayed in the Windows 11 environment, but not in the Windows 10 environment.

Note that the "Keep apps running in the background when windows are closed" option is turned on, and the Files process itself seems to be resident when checked in Task Manager.


### Steps To Reproduce

It does not appear with Files activated, nor does it appear when closed with the close button.

### Requirements

Windows 10 environment.
