Description
### What feature or improvement do you think would benefit Files?
Add a second, independent sidebar when using Files in dual pane mode. Negates the need to refocus a panel when jumping between them.
### Requirements
Split up the dual pane to facilitate the addition of a new side panel dedicated to the 2nd pane.
Detach the original side panel from the 2nd pane
