Feature: Display UAC prompt when trying to open folder that requires admin permissions

### What feature or improvement do you think would benefit Files?

Recently, modifications have been made to the administrator permissions, specifically for file and folder deletion and renaming. However, currently, there is still no fix for opening folders with administrator permissions. I would like to request the addition of this functionality to allow opening folders with administrator permissions, similar to the way file deletion and renaming are handled, with a command prompt prompt to accept or deny opening as an administrator.

### Requirements

Implement a feature to prompt users with elevated permissions when attempting to open a folder, similar to the current setup for file deletion and renaming.
