Feature: Add support for setting custom settings location

### What feature or improvement do you think would benefit Files?

I was hoping that my team members would be able to access the same tags or other Files settings I had set up without any manual export/import operations.

### Requirements

A: Add a feature that user can change the directory path of the settings info.
B: Make a Portable version of Files app which can work on the shared folder or online storage.
