Feature: Move operation errors into operation center

### What feature or improvement do you think would benefit Files?

Currently there's an app blocking popup when there's an issue which is annoying when doing many operations at once or wanting to retry one later.

### Requirements

- Remove model for error
- Add a retry and cancel button to operation center errors
- Show what the issue with the operation is (Currently only an `X in use` error message)
- Add a flyout/tooltip to say when operation need the users attention (Should be dismissed with an X button or when operation center is opened)
