Feature: Display OneDrive options in main context menu

### What feature or improvement do you think would benefit Files?

The shell extensions for OneDrive files/folders are shown in the overflow flyout. It would be easier to access them if they were shown in the main menu.

### Requirements

- OneDrive options should get a placeholder in the context menu until the shell extensions finish loading
- This should apply for other cloud storage locations as well
- Apply these changes to the sidebar, file views and home page widgets
- The 'free up space' option should be hidden or disabled when the file is already 'cloud only' #17576
