Bug: "Create shortcuts here" on drag & drop doesn't work.

### Description

With classic file explorer I would drag&drop a .exe from anywhere with the right click to the desktop and I would select "create shortcuts here".

With Files the right drag&drop doesn't work, but the left drag&drop offers something similar

However clicking on "create shortcut here" doesn't work.
Simply no shortcut is added to my desktop.

### Steps To Reproduce

1. left drag&drop any file from a folder to the desktop
2. select "create shortcuts here"

I emptied the debug.log, did the create shortcut and it was still empty after.

Start by reproducing the left drag-and-drop flow from a folder to the desktop on Windows 10, then inspect the Files code path that presents the “create shortcuts here” option. Confirm whether the shortcut is created after selecting that option and use the existing debug.log behavior to investigate failures. Done means a shortcut appears on the desktop for a dragged file.
