Description
This is a known and agreed code change, nothing new. I am opening an issue because I am concerned we will forget it otherwise: PR #38 closed #34 with this item struck as out of scope, and no open issue tracks it.
What is needed: the SRA registry starts with the Orchestrator seated at activation (identity plus payout wallet), admitted from quarter 1's first epoch, and emits `OrchestratorAdmitted` for it, so the reference indexer can rebuild the registry from events alone. The payout wallet must be the one the activation migration puts in the f02 share map (§2.4.10).
