## Done Criteria
Both governance contracts are to be upgradeable. These upgrades are to be governed by the method defined in #2.
Should update the spec when the decision is made.
## Implementation Ideas
-I prefer ERC-8167, the minimal modular proxy standard. It should be fairly auditable via its event.
