# Project Summary

Across large parts of Africa and Asia, electricity utilities are not failing because there is no power generation. They are failing because accountability is fragmented, records are opaque, institutional memory disappears every election cycle, and no one can independently verify whether infrastructure reform is actually happening. Reports are written, consultants are paid, workshops are organized, and somehow the lights still go out.
The Power Stewardship Initiative (POSI) is building a public infrastructure accountability protocol for frontier-market electricity distribution utilities. The protocol creates a standardized framework for measuring and verifying utility performance across operational reliability, financial sustainability, transition readiness, and governance quality.
We are applying to the Filecoin Open Grants program to build the POSI Governance Attestation Archive: an open-source accountability infrastructure layer that permanently stores utility governance disclosures, audited reports, regulatory filings, and stewardship evidence packages on Filecoin via Storacha (web3.storage). Each document package’s Content Identifier (CID) will be cryptographically linked to its corresponding onchain attestation record, creating a complete, immutable, independently retrievable evidentiary archive for every governance cycle.
This matters because an attestation hash without retrievable evidence underneath it is ultimately just a claim. For institutional stakeholders — DFIs, regulators, infrastructure investors — credibility requires both the cryptographic commitment and the permanent evidentiary foundation beneath it. POSI uses Filecoin to ensure those governance records remain independently verifiable across the full 10–20 year infrastructure stewardship horizon.
We are not building a speculative protocol, issuing tokens, or trying to turn power grids into memes. Electricity outages are dramatic enough already. POSI is focused on a simpler and more urgent question: how do we create long-term, publicly verifiable accountability systems for critical infrastructure that hundreds of millions of people depend on?

## Impact

One of the biggest infrastructure problems in frontier markets is not the absence of capital. It is the absence of credible, durable accountability systems. Utilities often operate with inconsistent disclosures, fragmented governance records, limited comparability across reporting cycles, and weak institutional transparency.

This creates a major trust gap:
-Regulators cannot easily benchmark improvement,
-DFIs struggle to independently verify governance claims,
-Institutional investors lack durable stewardship records,
-and reform efforts frequently disappear with leadership turnover.

POSI addresses this by creating a standardized, immutable accountability layer for infrastructure governance. Filecoin is especially valuable here because utility reform is inherently long-duration. Infrastructure assets evolve over 10–20 years, not quarterly SaaS cycles. We need governance records that persist across political cycles, management changes, and institutional fragmentation.
No existing open-source framework currently enables governance protocols or institutional accountability systems to reliably link onchain attestations with permanently archived evidentiary document packages on decentralized storage. POSI aims to help close that gap.
The risk of not solving this problem is enormous. Frontier-market utilities collectively lose billions annually through technical losses, commercial leakage, weak maintenance discipline, and governance failures. Without trusted accountability infrastructure, long-term capital continues to hesitate, reforms remain advisory instead of enforceable, and citizens continue paying the price through unreliable electricity access.

Success for POSI means:
creating a publicly auditable stewardship registry for utilities,
establishing reusable governance disclosure standards,
enabling cross-utility comparability,
preserving institutional accountability records permanently on decentralized infrastructure,
and helping transform infrastructure stewardship itself into a transparent, measurable public good.
If successful, this framework could extend far beyond energy into water systems, transport infrastructure, climate resilience programs, and other sectors where accountability often disappears faster than project launch banners.

## Outcomes

The project will deliver:

A publicly accessible registry where stakeholders can:
verify utility attestations,
view historical reporting cycles,
compare protocol versions,
inspect integrity proofs,
retrieve associated disclosure metadata.

3. Filecoin/IPFS Data Preservation Layer
A decentralized archival system for:
governance disclosures,
audit reports,
protocol documentation,
utility reporting cycles,
stewardship evidence,
historical accountability records.
The archive library will enable governance protocols to:
upload structured evidence packages to Filecoin via Storacha,
retrieve and verify CIDs,
embed CIDs in onchain attestation records,
recompute hashes from retrieved files for independent integrity verification,
and implement optional UCAN-based access controls for commercially sensitive sub-documents.

4. Open SDK & Verification Toolkit
Developer tooling enabling:
submission of attestations,
hashing and verification,
retrieval workflows,
protocol validation,
third-party integration.

5. Reference Utility Dataset
A pilot dataset demonstrating how stewardship records can be structured and preserved using decentralized infrastructure.

6. DFI & Institutional Verification Briefing
We will also produce a non-technical institutional briefing for DFIs, regulators, and infrastructure investors explaining how Filecoin-backed document custody works, how CID-based verification functions, and how decentralized archival compares to traditional centralized document management systems.
The archive infrastructure produced through this grant will function as a reusable public good for governance systems, DAOs, regulatory technology platforms, and institutional accountability protocols requiring permanent evidentiary storage beneath onchain attestations.

We will measure success using:
number of attestations published,
amount of governance data preserved,
retrieval reliability,
protocol adoption by external stakeholders,
third-party verification activity,
number of utilities onboarded into pilot reporting,
and number of external contributors using the SDK or schemas.

## Data Onboarding

Each utility reporting cycle produces a structured evidence package containing governance disclosures, operational reports, audited filings, and stewardship records. Package sizes are expected to range between from 250 MB and above depending on reporting scope and audit depth.
Projected governance and stewardship data onboarded to Filecoin/IPFS:

-Month #1: 25 GB
-Month #3: 150 GB
-Month #6: 500 GB
-Month #12: 2–5 TB

This includes:
governance disclosures,
utility reporting records,
protocol versions,
audit datasets,
historical attestation archives,
stewardship evidence,
and associated metadata.

Our long-term vision is not simply “more storage.” It is the creation of a durable institutional memory layer for infrastructure accountability.

## Adoption, Reach, and Growth Strategies

Our cofounder Richard was challenged at a forum in Morocco by the former Equality Minister of France on crypto solutions to fix utility challenges in Africa and this is where the idea of POSI grew. Richard is an Enel Open Africa Power Clean Energy Leader, a program run by Italian utility giant Enel targeting rising professionals from Africa in the energy space and recently graduated from an Executive education at Yale on Deploying and Financing Clean Energy. These are 2 unique platforms to access networks and cultivate relationships.

The primary audience includes:

and energy transition stakeholders.

Our initial engagement strategy focuses on:
publishing the protocol openly,
engaging utility-sector experts,

collaborating with governance and infrastructure communities,
and demonstrating the value of independently verifiable stewardship records.

Our first 10 users will likely come from:
governance researchers,
infrastructure advisors,
utility operators,
and institutional stakeholders already engaged in frontier-market energy systems.

Our first 100 users will come through:
Filecoin developer communities,
open developer tooling,
public datasets,
ecosystem partnerships,
conference presentations,
climate and infrastructure communities,
and integrations with accountability-focused organizations.

The broader opportunity here is significant. Energy transition capital entering frontier markets is growing, but accountability infrastructure has not evolved at the same pace. POSI aims to become part of the trust layer that enables more credible long-term infrastructure stewardship.

## Maintenance and Upgrade Plans

POSI is designed as a long-term infrastructure initiative. The stewardship protocol will evolve through transparent versioning, public documentation, and open governance processes.
Our long-term maintenance plans include:
-continuous protocol upgrades,

-improved retrieval tooling,
-integration with additional utilities,
-external contributor onboarding,
-and long-term archival maintenance.

POSI will maintain Filecoin storage continuity for attestation archives over a minimum 10-year horizon aligned with the stewardship lifecycle of utility infrastructure assets.
The broader POSI platform itself operates on a 10–20 year stewardship horizon aligned with infrastructure asset lives. We intend for the accountability layer to persist and compound over time, becoming more valuable as historical governance records accumulate.

## Relevant Experience

Our team combines experience across infrastructure development, governance innovation, technical development, decentralized systems, energy deployment projects, climate-focused initiatives, and institutional program design.
The team has experience building operational platforms, coordinating cross-sector partnerships, and working in frontier-market contexts where institutional reliability cannot be taken for granted.
More importantly, this project comes from our proximity to the problem itself. In many frontier markets, unreliable electricity is not an abstract policy discussion. It affects hospitals, schools, businesses, cold storage systems, internet access, and everyday economic life. We are building POSI because accountability infrastructure for utilities is still surprisingly weak despite how essential these systems are.
We believe decentralized storage infrastructure can help solve part of that trust problem in a durable and globally verifiable way.
Our engineering direction has already involved research into Storacha, UCAN-based access systems, and Filecoin archival tooling in preparation for this proposal. We are not approaching decentralized storage as a speculative trend. We are approaching it as infrastructure that finally matches the long-term permanence requirements of utility governance systems.

We learned about the Open Grants Program through research into web3 grants aligned with what we aim to build.
POSI is intentionally designed as a non-speculative public infrastructure accountability system. We are not issuing tokens, financializing governance records, or building a retail crypto product. The blockchain layer exists for one reason: permanence and verifiability.
We believe there is a large opportunity to use decentralized storage infrastructure not only for preserving media or datasets, but for preserving institutional accountability itself. In many places, governance failures persist partly because institutional memory is fragile. Records disappear. Benchmarks change. Reporting standards shift. Accountability resets.
Electricity infrastructure deserves better than disappearing PDFs and forgotten reform plans.
