[Storage Provider Bounty Issue] (TEMPORARY CLOSED) Estuary shuttle service

## 1. Proposed issue:

Experiment and run [estuary shuttle](https://github.com/application-research/estuary) nodes for transferring data from estuary node to storage providers on filecoin network.
## 2. Why is this issue important?

estuary is currently one of the biggest data broker on filecoin network and has made over 350 tib verified deals successfully with storage providers. Having more estuary shuttle nodes transferring data will unblock more data onboarding around the world.

- join #arg in filecoin slack, reach out to @whyrusleeping / @jimmylee and work with them to come up an estuary shuttle service plan, get it running and maintained!
