Allow users to remove and cleanup a miner instance from LID

SPs can attach mutiple Miner/Boostd to a single LID. If for any operational of business requirement (client requesting private storage with no cross access), a SP requires to disconnect a miner with LID, then we need to provide a way to clean up all the data from that miner.

No files, tests, or entry points are identified in the issue. First clarify the expected LID and disconnected-miner cleanup scope and acceptance checks; done means a supported way to remove a miner instance and clean up all its data.
