Ensure SP's can detect sector expiration with retrieval deal filters to change pricing/access where applicable

## Summary
If a sector expires SP's may wish to retain an unsealed copy of the data for retrieval, and may want to adjust pricing for expired sectors as they are no longer being rewarded for storing the data.

No file, test, or entry point is named. Start by locating the retrieval deal filters and the code that evaluates sector state, then determine how expired sectors should affect unsealed-data retention and retrieval pricing or access; done means those rules are detected and applied consistently.
