Add flag reason to flagged pieces in inspect

## Summary
When a piece is flagged for an SP to review, it's not clear why (see screenshot below) it was flagged. We should include a reason when a piece is flagged so it's clearer what Action an SP should take to fix any potential problems. We should also ensure there's a clear way for SP's to mark flags as resolved or dismiss them if possible and not done automatically.


Start by locating the inspect view that renders flagged pieces and tracing how flag information reaches it. Clarify the supported flag reasons and the intended resolved or dismissed states before changing the display. Done means reviewers can understand why a piece was flagged and can resolve or dismiss it when that is not automatic.
