Logic of showing auto hiding scrollbar

In the terminal when the pointer passes any edge of the window, the scroll bar will show up, which should be wrong. The logic used for the settings should be used for it as well in which a thin scroll bar is kept (or not), and only when the pointer moves onto the area of the scroll bar will it show up.
