Enhance Feast UI to allow users to create Features

**Is your feature request related to a problem? Please describe.**
We should extend the Feature Registry to allow users to interactively create features, this reqauires CRUD operations against the registry.

**Describe the solution you'd like**
I'd like to be able to define a data source, feature view, feature service, and transform all through the UI. As well as deploy updates to the registry.
