The page https://developer.apple.com/library/ios/qa/qa1827/_index.html is a 1990s looking Apple web page that discusses features of Xcode that don't exist any more. Also it links to https://developer.apple.com/library/mac/documentation/Darwin/Reference/ManPages/man1/agvtool.1.html which is a 404 web page.
