[uv] Adding more supports w/ uv

Not a problem but an enhancement for quickly setting up the env + ci pipeline

**Describe the solution you would like:**

- Refactor the `pyproject.toml` to setup various extras/presets
- add a ci pipeline that uses uv to check all the extras
- use uv + ruff

**Describe the alternatives you have considered:**

Stay with the current version

**Additional Context:**

Simplify the setup process and accelerate our ci pipeline
