Unable to set constraints to 0 in the target_efficiency scenario

Description
Hello Team,
I am trying to set the constaints to 0 to turn off the channel during the budget allocation. This works fine on the max_response scenario. However, it doesn't work well when using the "target_efficiency" scenario. It throws the below error.
