scm-aware saved state stuff is undocumented

The rust client has a SavedStateClockData in its scm-aware clocks. It's unclear what this is used for or whether the client or server sets it. There's no documentation about this in the scm-aware query/subscription docs: https://facebook.github.io/watchman/docs/scm-query.html
