Failed to spawn watchman server; it exited with code 3

Hi,I download the watchman-v2020.08.17.00-windows.zip and run the .exe file on Windows. When I type this command:

watchman watch .

it print follow message:

Check the log file at C:/Users/123/AppData/Local/watchman/log for more information

and this is the log file message:
