[eslint-plugin] Integrate Stylelint into `valid-styles`

We should be able to translate styles line by line into CSS then extract the error information from Stylelint within the eslint-plugin itself as a fallback error if `valid-styles` does not have a stricter value check.

May be a bit slow, but it's just the linter
