Extend `CompactOnDeletionCollectorFactory` to consider range tombstones

Range tombstone users should have a convenient way to mark files for compaction when range tombstone-heavy files are generated, just like point tombstone users can. We can adapt the `CompactOnDeletionCollectorFactory` to trigger based on a per-file range tombstone count threshold.
