### Expected behavior
after execute，the rocksdbjava with hdfs option client can stop
### Actual behavior
can’t stop
### Steps to reproduce the behavior
I have found the direct reason of this problem that is campaign! if the Level0FileNumCompactionTrigger = n，the rocksdbjava client will can‘t stop after execute n+1 time when just the compaction starts.I have test the 5.9.2 and 6.1.1 and they will happen the bug
