Using Prophet on Windows without Conda

**Context**
Running on Windows 10
Python 3.8.5
PyStan 2.19.1.1
Prophet 1.0.1
Downloaded MinGW-w64 - for 32 and 64 bit Windows to use for c++ compiler
Previously using conda 4.10.3

**Goal**
Run the exact same packages without using conda to create virtual envs

**Question**
Has anyone been able to do this successfully without anaconda to create the virtual environments?
