How to pass a pivot point to scale / rotation animation?

Description
In situations like animating a property (scale, rotation, etc) around a customized point, we need to set the pivot point (the use case can be scaling to the top-right corner, for example).
However I cannot find a way to set the pivot point to scale / rotation animation. Is it supported?
