Bug: registerUpdateListener gives stale state after clearing formatting

Lexical version: 16.0.0

Already reported before. My previous issue was closed with unrelated fix.

## Steps To Reproduce

1. open playground (https://playground.lexical.dev/)
2. select text
3. click bold

4. click on clear formatting

5. bold still active

Interesting it works in safari but doesn't work in chrome
