## Steps To Reproduce

1. Go to playground
2. Create a bullet list
3. Try to highlight bullet lists
4. You should see that sometimes floating toolbar appears sometimes not.

## The current behavior

- It displays floating toolbar sometimes.

## The expected behavior

- The floating toolbar should not be displayed when empty space is selected.
