Bug: Table Action Menu Button Dropdown not working when the editor has a scrollbar

## Steps To Reproduce

1. Go to https://playground.lexical.dev
2. Add some large text to have a scrollbar
3. Now add a table compoment and click the action menu button
4. Dropdown won't show
