HHVM Debugger: fix and re-enable VSP debugger regression tests

Run hphp/test/run hphp/test/slow/ext_vsdebug/conditional_bp.php and inspect hphp/test/slow/ext_vsdebug/conditional_bp.php, especially the failing conditional-breakpoint case. Compare the behavior with commit eaafa8defb32ca725a07364fff80f5e4935d3127 and its HHVM Debugger regression-test changes; done means the test reports pass across the affected option variants.
