Static Hermes cli and windows support.

## Problem
Hi everyone.
I made a language [ZScript](https://github.com/zscriptlang/zscript) and working on it, currently it use bun runtime as default but I want to add a optional static Hermes support in it for more lightweight excutables, the biggest problem is I read somewhere that static Hermes don't support windows if not then when will it add support.
Also I can't find cli of it over node and else where is it in the release or should I build it myself.

I will be very thankful if static Hermes support windows.
