Windows CI build is broken

Looks like https://github.com/facebook/folly/commit/c5f4a340edebc8194cba4799aead86c0255bb23f was the last commit that had a successful windows build.
https://github.com/facebook/folly/commit/c329c5f7c1844fee700cc98ea7931dec826c64ca was the first commit that didn't have a successful windows build. No successful windows build since then. https://github.com/facebook/folly/commit/c329c5f7c1844fee700cc98ea7931dec826c64ca itself might not be the culprit since it had windows build cancelled.
