The Python packages should actually be tested before uploading to PyPI.
This maybe could be done by combining [`install-and-test`](https://github.com/SymbiFlow/actions/blob/main/includes/workflows/python/install-and-test/workflow.yaml) and [`build-and-upload-for-pypi-XXXX`](https://github.com/SymbiFlow/actions/blob/main/includes/workflows/python/build-and-upload-for-pypi-pure/workflow.yaml)?
