Research direction
Start at HTMLPurifier_ConfigSchema::makeFromSerial() and inspect how the Composer-installed package resolves HTMLPurifier/ConfigSchema/schema.ser. Check whether the serialized schema is included in the package and whether the reported service.ser name is a typo. Done means a Composer installation can load the schema without the missing-file error.
