Add Python 3.13 and 3.14 wheels for curated-tokenizers==0.0.9

Just a feature request to make installation easier: this version of the package is required by the current versions of the `trf` models, so having wheels would eliminate the need for Cython compilation every time.

Looks like #60 addresses this, and perhaps automates the build process for additional versions of Python beyond 3.12?
