Description
This issue describes how to implement the `modules` concept exercise for the F# track.

## Goal
The goal of this exercise is to teach the student the basics of the Concept of Modules in F#.
## Learning objectives
- Know what modules are.
- Know how to define a module.
- Know about nested modules.
- Know what namespaces are.
- Know how to import namespaces.
- Know how to use access control to limit access to elements.
## Out of scope
- Assemblies.
- Know about recursive modules.
## Concepts
The Concepts this exercise unlocks are:
- `modules`: know what modules are; know how to define a module; know about nested modules; know about recursive modules.
- `namespaces`: know what namespaces are; know how to import namespaces.
- `access-control`: know how to use access control to limit access to elements.
Any data types used in this exercise (e.g. `strings`) should also be added as prerequisites.
## Prerequisites
This exercise's prerequisites Concepts are:
- `basics`: know how to define bindings, know how to use `int` values.
