This issue describes how to implement the `static-members` concept exercise for the F# track.

## Goal
The goal of this exercise is to teach the student the basics of the Concept of StaticMembers in F#.
## Learning objectives
- Know the difference is between static and instance members.
- Know how to define static methods.
- Know how to define static properties.
- Know how to define static let bindings.
- Know how to define static do bindings.
## Out of scope
- Operator overloading.
- `ThreadStatic` attribute.
## Concepts
The Concepts this exercise unlocks are:
- `static-members`: know the difference is between static and instance members; know how to define static methods; know how to define static properties; know how to define static let bindings; know how to define static do bindings.
## Prerequisites
This exercise's prerequisites Concepts are:
- `classes`: know how to define classes.
- `constructors`: know how to define `do` bindings.
- `properties`: know how to define properties.
Any data types used in this exercise (e.g. `strings` or `integers`) should also be added as prerequisites.
