NumFmt issues (Number Stored as text)

Description
When I click a cell then comes out of it then the formatting is applied but it is not working directly. I am getting numbers stored as text errors. It is happening with all the numFmt specified.
Please see the screenshot below. Any help would be great.
Anybody who has faced this issue before?
