[EB-161] Backpack: uploaded package requires to be built

**Preconditions**
a downloaded package is needed for the check

**To Reproduce**
Steps to reproduce the behavior:

1. go to the test page
2. upload a package
3. go to the uploaded package
4. click on the Install button => the package is installed
5. click on the Replicate button => there is the error message

**Actual behavior**
uploaded package requires to be built

**Expected behavior**
uploaded package requires to be built
