Delete Templates Folder

The `/templates` folder was a holdover from an early plan for the website, and should be deleted as soon as the template can be copied to the tools folder.

Currently, there is a copy of the default template in the tools folder, but it is insufficient to meet the above desire.

The hope is that we can hide the template from actually rendering because that is unsightly for a viewer, but we want to be easily able to direct a new editor to the template so they can copy it and maintain a familiar look and feel. We have done a similar thing for https://evolvablehardware.github.io/research/publications/papers/template.hidden/ .

I have tried this for an individual file, but not for a whole directory. Maybe you could edit the `.nav.yml` file to also include `/*.hidden/` as hidden, but I really don't know.

Once this is figured out, I would suggest putting this template in the `tools/` folder and deleting the entirety of the `/templates` folder at the base of bitstream evolution's folder structure.
