Transfer Content from the [Old Evolvable Hardware Website](https://evolvablehardware.org/).

**The Experiments:**

Experiments -> projects/bitstream_evolution/experiments

For Example [variance](https://evolvablehardware.org/variance.html)

This lets us maintain a demonstration of what bitstream evolution can do without conflating it with the entirety of the goals of the Evolvable Hardware Group.

This also kills an extra heading at the top of the website, which only pertains to a subsection of the website.

This was temporarily created at [docs/experiments](https://evolvablehardware.github.io/experiments/) but will be moved.

**The Setup:**

Tutorials/Setup -> projects/bitstream_evolution/setup

A Temporary version of this was located at [tools/bitstream_evolution/setup](https://evolvablehardware.github.io/tools/bitstream_evolution/setup/).

This needs to be near the project that it is supplying setup for. Bitstream evolution is a project, not a tool.

**Explain Bitstream Evolution:**

Create an introductory section to the bitstream evolution project that explains what the goals of the project are. These goals are not the same as the entire Evolvable Hardware, and pertain only to the work in the particular repository. May need to talk to Dr. Yoder.

**Make Happy:**

Adjust the page so that it looks visually appealing and it is easy to navigate. Create a location for us to link to the Bitstream Evolution Documentation once that is finished.
