rebuild the projects/ directory

The main projects directory seems to have been mostly lost.

We need to add back the projects directory and return it to the way it was or even better.

It should allow users to see all of the projects EHW is working on as well as how they can get involved. IT should operate such that for basically all projects, each project is a github repository that has its own website explaining more detailed about itself. The main website is just for introductory descriptions, large-scale overviews, and keywords for search so it can be found.

It should be easy for users to quickly scan through many projects, identify ones of interest, and then click on them for more detail, and if they want to contribute further or want even more detail, go to the specific project's website.

However, since Bitstream Evolution doesn't have a website for it, we are putting all of that information in the `projects/bitstream_evolution` section so it is still accessible. It should be removed once the main BitstreamEvolution site is up.
