Decide where to put the tools directory

Initially, we had the `tools` folder be at the top-level of the website, but then I moved it into the research folder because it seemed like a more 'in-the-weeds' section.

The task at hand:

- [x] Decide where the `tools` folder should go and move it there
- [x] Adjust the file `research/index.md` to reflect that change
- [x] Describe what the research folder is in `research/index.md` to identify what the research folder contains that should implicitly suggest why the tools folder does/doesn't fit in it.
- [x] profit.
